The New York Police Department was rocked this week after its former chief Jeffrey Maddrey was accused of years of sexual abuse and exploitation of female officers within the department, the New York Post reported.

Lt Quathisha Epps, a 51-year-old veteran officer, filed a formal complaint on December 21 and alleged that Maddrey repeatedly demanded sex in exchange for favourable work conditions, including lucrative overtime opportunities.

Epps claimed that between June 2023 and December 2024, Maddrey took advantage of her personal vulnerabilities, including financial struggles and foreclosure.

He allegedly coerced her into unwanted sexual acts.

She further said that Maddrey promised her overtime pay, but only if she complied with his sexual demands.

Epps, a mother of three, added that eventually, she was forced into performing sexual favors under the guise of professional support, the report said.

Painfully recalling one of the encounters, Epps said that she once kept asking him to slow down because he was hurting her. “‘Can you please just slow down? You’re hurting me! You’re hurting me!’” she recalled telling her boss.

She added that sometimes, Maddrey would make demands like “strip for me right now”.

The accusations are part of a broader pattern of alleged abuse by the former chief, with several other women from the department stepping forward with similar claims.

Capt. Gabrielle Walls, another senior officer, revealed her own experiences of harassment at the department.

She recounted several incidents where Maddrey made unwanted advances towards her, including drunken attempts to kiss her at police events.

According to police sources, Maddrey’s actions were an “open secret” within the NYPD, with many colleagues aware of the inappropriate behaviour. Most of them were too afraid to speak out.

Maddrey, who resigned abruptly following the release of these explosive allegations, has strongly denied the allegations against him.

His lawyer rejected the accusations as a “baseless attempt” to tarnish his reputation, suggesting that they stem from Epps’ own alleged misconduct related to time theft.

A Checkered Past

Maddrey’s rise through the ranks of the NYPD was marked by strong connections, including a close relationship with Mayor Eric Adams, a former cop himself.

However, his career has been clouded by numerous lawsuits and internal investigations. These allegations of sexual abuse, alongside claims of misconduct and abuse of power, have led many to question how Maddrey was able to climb the ranks despite a history of troubling behaviour.

Now, with federal authorities and the Manhattan District Attorney’s office launching investigations into the allegations, the department’s culture of silence is under intense scrutiny.
